Significance of Friendship Day

Friendship Day is important because it promotes the role that friendship has in promoting peace and happiness. As everyone knows, friends are an important part of our lives who stand by us in every situation, whether good or bad.

It's a bond that involves love, understanding, and togetherness. The day honours the strong bond of friendship that exists between people regardless of color, caste, and creed.

History of Friendship Day

With 2 August as the original date, Friendsip Day was created in 1930 by Joyce Hall, the founder of Hallmark Cards. After showing support for Friendship Day, the Greeting Card National Association cast it aside after it became a commercial ploy for the marketing of greeting cards.

On 20 July, 1958, the concept of creating a World Friendship Day was introduced by Dr Ramon Artemio Bracho.

On 27 April, 2011, after the proclamation of the United Nations General Assembly, the date 30 July was officially recognised as International Friendship Day. Assam, Nagaland agree to withdraw forces from inter-state border; Himanta Biswa Sarma calls it historic step

Assam and Nagaland have agreed to withdraw their respective police outposts from their long-disputed border in a bid to defuse any possible tension between the two forces.

Nagaland chief minister Neiphiu Rio and his Assam counterpart Himanta Biswa Sarma agreed to withdraw their police forces and maintain a peaceful atmosphere along the state border, Nagaland's Deputy chief minsiter Y Patton said at a meeting with various organisations of the Tzurangkong area on Friday.

Patton said that the Nagaland Police will withdraw from their outpost as and when the Assam Police does so.

Meanwhile, the Assam chief minister called agreement a 'historic step', and said that the state was committed to ensuring peace along all its borders.

The news assumes significance as it has come amid simmering border tensions between Assam and the neighbouring Mizoram, which lead to violence earlier this week, leaving six people dead.

Sarma, along with a few Assam officials, also face an FIR filed by Mizoram Police that has charged them with attempt to murder and criminal conspiracy, among other things.

Assam DGP posted pictures of the meet with his Nagaland Police counterpart stating that the agreement depicted brotherhood in Northeastern states.

Earlier, Nagaland had protested after the Assam Police allegedly tried to set up a camp close to Vikuto village under Tzurangkong range in Mokokchung district of Nagaland on 29 June. The area is lcoated near Mariani in Assam's Jorhat district.

Nagaland deputy chief minister Patton, who also holds the state home department, conducted an aerial survey of the border during the day.

In the past agreements between the two north-eastern states, police forces from both Assam and Nagaland had agreed to withdraw from the border areas, but Assam did not do it and had, in fact, increased its strength while Nagaland withdrew its forces, claimed Patton.

"We will not make the mistake again," he said at the meeting held at Chungtiayimsen in Mokokchung district.

One should not test the patience of the Nagaland government or the Naga people, the deputy chief minister said.

Patton did not mention when Sarma and Rio decided to withdraw the forces from the border, but the two had met twice in Guwahati and Shillong last week.

"Honoured to have received special visitors at my residence, Nagaland CM Sri @Neiphiu_Rio & Dy CM Sri @YanthungoPatton. I thank them for finding time to discuss a host of development projects of the two states," Sarma had tweeted on 23 July.

Rio has not made any statement on the issue till now.

Patton has also urged the people of Nagaland not to take law into their own hands, but to approach the state government and work together to solve the issue.

The deputy chief minister assured that the border issue is being taken up at the highest level for a peaceful resolution.

Assam and Nagaland share a 512.1 kilometre long border.

Nagaland Director General of Police T John Longkumer, who accompanied the deputy chief minister, appreciated the Tzurangkong range people for not taking the matter into their own hands and worsening the situation.

He said that he has spoken with his counterpart in Assam on the issue of withdrawing forces along the disputed area.

The border dispute between Assam and Nagaland began soon after Nagaland became a state in 1963. The Nagaland State Act of 1962 had defined the state's borders according to a 1925 notification when Naga Hills and Tuensang Area were integrated into a new administrative unit.

Nagaland, however, did not accept the boundary delineation and demanded that the new state should also have all the Naga-dominated areas in North Cachar and Nagaon districts of Assam.

Major clashes on the inter-state border took place several times since 1965.

Abu Saifullah, Pulwama conspirator and wanted Jaish terrorist, shot dead in Kashmir encounter: Official

Indian forces shot dead on Saturday a wanted Jaish-e-Mohammed (JeM) terrorist, who is believed to have been a key conspirator in a suicide attack on a Central Reserve Police Force (CRPF) convoy in southern Kashmir's Pulwama in 2019, officials said.

Abu Saifullah, or Lamboo or Mohd Ismail Alvi, was among two terrorists killed in a gun battle in Pulwama, where forces launched a search operation in the forest areas early morning after receiving a tip-off on the presence of terrorists there.

An encounter broke out after terrorists fired at the search party, a police official told news agency PTI.

Kashmir Inspector General of Police Vijay Kumar confirmed Lamboo's death in the gunfight.

He said Lamboo was involved in the conspiracy and planning of the chilling February 14 bombing of a CRPF convoy that killed 40 troopers. Lamboo stayed with Adil Dar, the suicide bomber, "till the day of the fidayeen attack", the officer told reporters.

Lamboo, also known as Adnan, was believed to have been the operational commander (alongside Rauf Asgar) of the Jaish in southern Kashmir, an area hit hard by militancy.

A resident of Pakistan's Punjab province, he was a relative of Jaish founder Masood Azhar. He infiltrated India in 2017.

He was suspected of being one of the masterminds of the Pulwama strike, which prompted Indian airstrikes targeting a Jaish camp deep inside Pakistan. After the Pulwama incident, frosty ties between the nuclear-armed neighbours hit a new low.

Officials believe Lamboo had been operating from the Awantipora area. He was believed to have been an expert in encrypted messaging and improvised explosive devices (IEDs). He is accused of fabricating the IED used in the Pulwama bombing.

In January 2020, he was thought to be killed in an encounter, but security forces confirmed later that Lamboo was not among those dead back then.

Security forces have stepped up operations in the Valley, killing over 80 terrorists this year. Lamboo's death would be viewed as a big success for security forces on the ground.

Assam CM Himanta, senior state officials booked by Mizoram Police over deadly border violence

Police in Mizoram have booked Assam Chief Minister Himanta Biswa Sarma and several other officials of his state in connection with the deadly violence at a disputed border point between the two northeastern neighbours less than a week ago.

Sarma, four senior officials of Assam Police and two administrative officials have been booked for attempt to murder and criminal conspiracy, among other charges, Mizoram Inspector General of Police (Headquarters) John Neihlaia told news agency PTI.

Both states blame each other for the unprecedented violence that erupted on 26 July at the controversial point between Cachar (Assam) and Kolasib (Mizoram). Six Assam Police personnel were killed, apparently due to firing by Mizoram Police. The incident stemmed from a decades-old border dispute and the states' different perceptions of the interstate boundary.

The Centre has stepped in to control the situation, asked police forces of both states to stand down at the border, and increased the deployment of paramilitary forces in trouble-struck areas.

But the fresh action by Mizoram Police underscores the tensions casting a long shadow on relations between the two states who find themselves stuck in a quagmire. Assam has advised its people not to travel to Mizoram in such a charged atmosphere.

Four senior officials of Assam Police, booked along with the CM, are Inspector General Anurag Aggarwal, Cachar Deputy Inspector General Devojyoti Mukherjee, Cachar Superintendent of Police Cahndrakant Nimbalkar, and officer in-charge of Dholai police station Sahab Uddin.

Cachar Deputy Commissioner Keerthi Jalli and Cachar Divisional Forest Officer Sunnydeo Chaudhary have also been booked in the first information report (FIR) filed in Vairengte Police Station (Kolasib).

The four policemen and two district officials have been called for questioning on Sunday, Mizoram Police's Neihlaia told PTI. He also said cases had been filed against over 200 unidentified Assam Police personnel.

The development comes hours after legislators cutting across party lines in Assam's Barak Valley, which comprises Cachar, Hailakandi and Karimganj, met in Silchar and agreed to initiate legal action against the Kolasib Superintendent of Police for the 26 July incident.

Assam says there's more to the recent flare-up than the border dispute. The state maintains Assam’s crackdown on narcotics has unnerved drug lords, who it says are politically connected in Mizoram.

There have been reports that Assam summoned six officials of Kolasib district for questioning two days after the firing incident. They are Kolasib Deputy Commissioner H Lalthlangliana, Superintendent of Police (SP) Vanlalfaka Ralte, Additional SP David JB, Vairengte Sub-Divisional Officer (Civil) C Lalrempuia, 1st Indian Reserve Battalion Additional SP Bruce Kibby and Vairengte Sub-divisional Police Officer Thartea Hrangchal.

According to Assam, the drug cartel is fomenting trouble in border areas and could be behind the gathering of mobs at the disputed point on the day of firing. It says a drug smuggling route cuts through a reserved forest at the Cachar-Kolasib border, stressing that it has adopted a zero-tolerance policy against the cartels.

Mizoram says a 200-member Assam Police team entered its land on the day of the incident and showed aggression, forcing Mizoram Police to fire back.

Later in June, the RBSE announced the marking scheme or policy for Class 10 students. As per the new evaluation criteria, the board followed the 45:25:10 formula for the assessment of results this year.

Students have been evaluated with 45 percent of the weightage given to 8th board exams, 25 percent weightage to marks obtained in Class 9 and finally the remaining 10 percent weightage to marks obtained in Class 10.

How did CBSE calculate my Class 12 exam score? What if I want a review? Key questions answered

In a first, the Central Board of Secondary Education (CBSE) released the Class 12 results for academic year 2020-21 without conducting a single exam. Because of the special circumstances triggered by the COVID-19 pandemic, the central board decided to evaluate the performance of over 14 lakh students through a unique formula devised to maintain fairness while also taking into accound the limitations thrown by the coronavirus situation.

This year, 99.37 percent of over 14.30 lakh students cleared the exam. The number of candidates scoring above 95 percent has also increased from 38,686 last year to 70,004 this year. No merit list has been announced this year.

Here are answers to some of the commonly asked questions.

How did CBSE calculate marks?

CBSE said it took note of the unique challenges in calculating the exam results fairly in absence of a uniform written exam. While on one hand, it needed to protect the interests of bright students, it also had to be mindful that the internal exam criteria are different for each school affiliated with the board. So the board came up with the following formula after much deliberation and research.

To calculate marks in the theory component (as a replacement to actual exams)

  • 40 percent weightage was assigned to Class 12 internal marks --- like sessionals, unit tests, etc conducted in this academic year.
  • 30 percent weightage was given to marks secured in theoretical papers in Class 11.
  • 30 percent marks were calculated based on a working average of total marks in Class 10 theory exams, and the marks scored in the three best scoring subjects out of the five main subjects.

To calculate marks in practicals:

  • The actual practical marks will be considered as updated by the respective schools on the CBSE portal.

Who calculated my result?

Traditionally, examination copies are sent to external examinators for assessment to ensure complete transparency and fairness in the evaluation process. But since this year the calculation of marks was heavily dependent on school data, here's how the CBSE said it ensured fairness.

  • Teachers went through extensive training material and webinars to ensure they were thoroughly trained about the new system.
  • Additionally, a result committee was formed in each school which had five members; of them, two were compulsorily external members. The committee was assisted by subject teachers.
  • However, the actual result calculation was an automated process. The CBSE developed an IT portal that calculated the weightage assigned at each level.
  • The system took inputs from schools about the Class 12 components that were used in the result calculation.
  • It calculated Class 10 component automatically, based on the data taken from various boards.
  • About one lakh Class 12 students had done their 10th class from a different board. The CBSE asked schools to verify such candidates' roll numbers and name of board, after which the data was obtained from various boards by CBSE directly.

CBSE website shows 'Result Later' for my credentials; what does this mean?

CBSE has withheld scores of around 1,060 new schools as there was no reference data available from last year for the computation of results. As a result, the scores of 65,184 students from these schools and a few others are still being computed after being compiled on an individual case-to-case basis.

The students need not worry as the computation criteria and standards of evaluation remain the same. It only took longer because bulk data was not available to process in one go. A CBSE press release said that these results will also be declared within a week's time

What else is different this year?

  • In the absence of exams and because of the special pandemic measures, board will not issue subject-wise merit lists this year.
  • The board will also not be issuing individual merit certificates this year to candidates
  • CBSE will be issuing a combined marksheet and pass certificate this time. Usually, these are two separate documents released to students by schools.

What if I am not satisfied with my result?

CBSE will conduct exams separately between 16 August and 15 September. Following category of candidates will be allowed to appear for it:

  • Those who are not satisfied with their assessment.
  • Private/ Patrachar students or those who need second chance compartment exam.
  • First chance compartment candidates
  • Students who have registered in 2021 to improve performance only in one subject

Additionally, CBSE will constitute a dispute resolution committee as well. A detailed communication regarding how to raise such issues will be released by CBSE at a later time.

What Space Activities Bill will mean for private players in space domain in India

Union Minister of State for Space Jitendra Singh said that the Space Activities Bill is under active consideration of the Central Government, and that the legislation will include aspects pertaining to regulation and promotion of private players in the space sector.

In a written reply to a question in the Rajya Sabha on Thursday, the minister said the government is in the process of creating an ecosystem to encourage more private participation in the indigenous production of space technologies, services and devices.

What is the purpose of the Space Activities Bill?

A need for national space legislation for supporting the overall growth of the space sector in India has been acutely felt of late.

The proposed Bill is to encourage enhanced participation of non-governmental/private sector agencies in space activities in India, in compliance with international treaty obligations, which is becoming very relevant today.

In the explanatory note on Draft Space Activities Bill, 2017, it has been said that India’s space activities are very unique towards delivering results through various successful accomplishments.

It was felt that introduction of a space-specific legal regime instead of the existing regulatory or restrictive regime, should only enable further growth of space activities in India.

This will facilitate private sector participation in space activities under authorisation and supervision by the government.

As per the draft Bill, the Central government will form a Space Activity Regulatory Mechanism to "develop a space activity plan with established goals, tasks and principles including the comprehensive development of space sector and ground segments of space infrastructure and technologies for commercial and economic needs of the country".

The draft also mandates the Central Government to "arrange to provide authorisation to launch or operate commercial space activity including corporate and other organisational structure either directly or through any agency in the manner as may be prescribed".

The Bill provides for the establishment of a regulatory mechanism through an appropriate body, by the Central Government for the purpose of authorization and licensing of space activities.

The provision on liability for damages caused by space activities of licensee, provides for a risk-sharing mechanism, by which the Central Government may determine the quantum of liability to be borne by the licensee.

What kinds of reforms space sector has seen over the years?

The Government of India has announced space sector reforms in June 2020.

The Indian National Space Promotion and Authorisation Centre (IN-SPACe) was created as an independent nodal agency under the Department of Space with the mandate of promoting, handholding, licensing, authorisation and monitoring of private space activities in India. These reforms have allowed access to Department of Space (DOS) facilities and expertise to private entities to support their space activities.

The Government of India is encouraging the transfer of technologies developed in the field of space to Indian industries besides bringing in new sector policies and guidelines and also revising existing policies.

IN-SPACe, which is under creation, will also have a Safety and Security Directorate to ensure the security of ISRO installations when allowing access to private entities.

What kind of legal cover space activities presently has in India?

The outer space activities are governed by treaties and principles evolved under UN Committee on Peaceful Uses of Outer Space (UNCOPUOS) internationally. The Committee on the Peaceful Uses of Outer Space (COPUOS) was set up by the UN General Assembly in 1959 to govern the exploration and use of space for the benefit of all humanity for peace, security and development.

India is also a party to the Outer Space Treaty, 1967.

As of now, the Constitution of India provides for the implementation of international treaty obligations under Articles 51 and 253.

The "space" as a subject is not mentioned in the Union List but Parliament retains residuary legislative power in respect of "any matter not enumerated" in any of the three lists.

At present, space activities are regulated by policies like Satellite Communication Policy, 2000, and Remote Sensing Data Policy, 2011.

How Goa chief minister topped teenagers' gang rape at Benaulim with two shocking self-goals

The gangrape of two underaged girls on Goa’s Benaulim beach is the recipe for certain and justified outrage. Citizens and Opposition cornered the state government this week, seeking answers.

Goa chief minister Pramod Sawant left them angrier. During an Assembly debate, the chief minister, who also has the police reporting directly to him as he also holds the home portfolio, reportedly said: “When 14-year-olds stay on the beach the whole night, the parents need to introspect. Just because children don't listen, we cannot put the responsibility on the government and police.”

He said parents have a duty to ensure their minor children's safety and should not let them stay out late at night.

There is a grain of truth in what Sawant said. Parents ought to be responsible for where minors go, what they do. But does that mean his government can absolve itself of its duty to keep the state safe?

Sawant has managed to shoo away two precious birds with one stone.

He sent out a message to the world that Goa is not safe, and that it is up to the visitors to ensure their own safety.

He also signalled that his government may not understand and be sensitive about how urban teenagers think or behave.

Goa is one of the most happening destinations in not just India, but the world. The tourism industry directly contributes 16.43 percent revenue (nearly $2 billion) towards the state’s Gross Domestic Product (GDP), according to a 2017 KPMG study. About 35 percent of the state’s population is directly employed by this sector.

Tourism is just limping back to normal after it suffered a Rs 2,000 crore to Rs. 7,200 crore loss and job losses of 35 percent - 58 percent because of COVID-19. It needs tourists from India and abroad now more than any time in the past.

If the chief minister’s remark has triggered such outrage at home, imagine its repercussions abroad. Concerns about safety are a lot more acute in the West. To put things in context, foreigners spend three or four times more than Indian tourists per capita.

With so much at stake, it is a lot wiser for Goa to invest in much enhanced tech and human policing than lecture teenagers’ parents.

But that is just one part of the chief minister’s self-goal.

Tourism destinations worldwide ought to take into consideration Gen Z behaviour. They demand freedom and often take their freedom for granted. They are unbelievably connected globally through the internet, so they expect Indian destinations to be as safe as those in Spain, Chile, Japan or Scandinavian nations. It may sound impractical, but nobody ever credited teenagers with great pragmatism.

And finally, with revolutionary progress in communication and an emerging culture of freedom and travel, it is not always possible for parents to track and control every moment of their teenager’s life. Administrations will have to make places safer.

Goa saw a 17 percent surge in crime rate in 2020 compared with 2019. But to its credit, the crime detection rate went up to 92.5 percent from 89 percent. Reporting of crime was made easier, which could be a reason for the higher crime rate.

But that is not enough. Governments will have to radically change their approach to public safety. They need to deploy way more manpower and technology, ensure criminals are convicted and given exemplary punishment.

Goa needs to attack and clean up its dark underbelly before another Scarlett Keeling murder or Benaulim gang rape hits its stunning shores.
